TAPS Citizens' Oversight White Paper

CRWP produced a white paper describing the state of response capability to a potential pipeline breach and subsequent release of oil into a tributary to or the Copper River itself, and concludes that a citizens' oversight organization is needed to protect salmon spawning tributaries.
